People’s Harmonious Development Society (PHDS) established in 1996 in Tbilisi, is an independent non-governmental, non-commercial organization. Organization works according to the PHDS Charter .

 

Mission: Promotion of people’s harmonious and sustainable development through protection and realization of their rights and legal interests, facilitation of efforts in becoming an active citizen and a full member of the society.

Strategic Objectives: Protection of human rights; Civil Society development;   Improvement of the lives of vulnerable.

Scope of activities:

  • Consultations and advocacy
  • Participation in policy development and law making initiatives  
  • Education and training 
  • Needs-capacity assessment, situation research and analysis
  • Institutional development and capacity building

Background 

 

PHDS has implemented over 50 programs and projects since its establishment dealing with rather diversified range of stakeholders including the government and state institutions, NGOs, local communities, socially vulnerable categories of people, various private and business organizations. The PHDS activities along with local sources were also funded by external donors and partners.

The expertise of organization covers more than ten years of implementation of anti-trafficking initiatives aimed at protection and promotion of rights of irregular migrants, victims of human trafficking and smuggling.   As an active watch-dog organization PHDS is known for its support to development of anti-trafficking state policy, constant monitoring of the state policy/actions and provision of recommendations to improve assistance to the victims of human trafficking.

PHDS Regional Training Center for Social Workers and Law Enforcement Officers has been established in 2007 by EU funding within the frame of  program "NGO and Governmental Cooperation across the South Caucasus to Develop a Joint Response to Trafficking in Women and Children” with a view to expand its activities to a wider international coverage. Since 2005 the PHDS has held a number of international conferences with involvement of law enforcement officers, experts, journalists, researchers from Georgia and other countries of the Black Sea Region dedicated to the problems and modern trends in the area of human trafficking and irregular migration, including:

  • Globalization and problems of labor migration
  • Defense of migrant’s rights: practice and international standards
  • Prevention of trafficking in the potential countries of origin (working with risk groups, awareness campaigns, training of professionals, pr campaigns, etc.)
  • Trafficking legislation in the countries of origin and destination: laws, national plan of action, monitoring mechanisms, etc.
  • Joint actions driving towards the settlement of labor migration and trafficking related problems in the post-soviet countries
  • National referral mechanisms: experience of different countries (identification, rehabilitation of victims, internal cooperation mechanisms, etc.
  • Anti-trafficking campaigns: approaches and methods.
